Budget books · Accessibility · Finance support

A budget every resident can read.

We turn spreadsheets, scans and finance-system printouts into clear, accessible budget books, ready to print, post as a tagged PDF and publish on your website. Your finance office stays on the numbers.

  • Fixed fees, quoted up front
  • WCAG 2.1 AA and PDF/UA
  • Delivered on your budget calendar
Sample pages from a budget book: the cover and page 14. Every chart is tagged and described for screen readers.

Our research

Most budgets are built with care and published in a hurry.

Finance offices spend months getting the numbers right. Then the budget goes online as a spreadsheet printout or a scan, because there’s no time left to do more. We checked every county, city, town and township in the country to see how common that is.

83%

of the 12,452 budgets we could read online were made with basic office tools or scanned on a copier.

71%

of budget PDFs have no accessibility tags, so a screen reader can’t follow the tables or charts.

28%

of recent federal single audits were filed after the nine-month deadline.

What we do

Publishing, accessibility and the finance work behind them.

Take one service or all three. Each is scoped with your staff and quoted as a fixed fee before any work begins.

01

Budget books

We turn your adopted figures into a finished book: designed for print, tagged for screen readers and published as a web page residents can read on a phone. You keep the templates, so next year starts from a finished book instead of a blank page.

  • Proposed and adopted editions
  • A four-page budget in brief
  • Capital improvement plan
  • Built to GFOA award criteria

02

Accessibility remediation

We tag and repair your budget, annual financial report and other public PDFs to WCAG 2.1 AA, then set up accessible templates so new documents don’t need fixing after the fact.

  • Tagged PDF/UA files
  • Alt text for every chart and map
  • Reading order and table headers
  • A conformance report for each file

03

Finance office support

Year-end close, audit preparation and reporting help for offices that are short-staffed or behind. We work alongside your staff and your auditor, not around them.

  • Audit-ready schedules
  • Help catching up on late filings
  • Annual report presentation
  • Written procedures for next year

The ADA web rule

Your budget PDF is covered too.

The Department of Justice’s Title II rule requires state and local governments to make their web content accessible, PDFs included, to WCAG 2.1 Level AA. Budgets posted after your compliance date have to meet it.

  1. Rule published
  2. Deadlines moved back a year
  3. Governments serving 50,000 or more
  4. All other governments and special districts

How it works

Built around your budget calendar.

Most of our work happens while your staff is busy with the numbers. This is a typical year for a July 1 fiscal year. We schedule around yours.

  1. January

    Kickoff

Send last year’s book and this year’s working figures. A spreadsheet, a finance-system export or a scan is fine.

  2. February–March

    Proposed edition

We lay out the book, chart the numbers and draft plain-language summaries. Your staff reviews one shared draft.

  3. April–May

    Amendments

As the governing body changes the budget, we update every figure and chart, usually within the week.

  4. June

    Adopted and published

A print-ready PDF, an accessible PDF and a web page for your site, all ready before July 1.

About us

We started by reading budgets.

Before designing a single page, we looked at how every county, city, town and township in the country publishes its budget. We found careful finance staff working with tools that were never built for publishing. Town & Page exists to close that gap.
